There are too many objections, both legal and otherwise, to any great change being made in the existing tenure of Crown Lands, that I fear any plan the Government might choose to adopt would not please all parties; in fact it would merely shift the burden from those who pay large rents to those who now pay comparatively small ones; these latter would in consequence cry out at the injustice of the change upon the faith that they bought and should pay a certain sum only, and in consequence may have expended more money in buildings than they otherwise would have been if their ground-rent had been higher. Thus complaints would be just as rife as at present, except they would proceed from a different party, and who would have more cause and right on their side for doing so than the leaseholders paying high rents, who complain at present.
